Saving an image as JPG in PS

My son has just sent me Why You Should Never Save a JPG as a 7 in Photoshop (http://gizmodo.com/5835415/why-you-should-never-save-a-jpeg-as-a-7-in-photoshop); does anyone know anything about this?

I didn't know and cannot say I've ever noticed a difference . but reading this you'r o.k. if you go up to 8 again??
